Edward H. Baxter joined the firm in April 1992. He brings enormous congressional and governmental affairs experience, having served in the executive and legislative branches of government as well as having an association and law firm background. Mr. Baxter served for nine years as counsel to the Senate Judiciary Committee, including three years as Chief Counsel and Staff Director to the Subcommittee on Patent, Copyrights and Trademarks, one of the most active subcommittees in Congress. He was also responsible for antitrust, bankruptcy, immigration, constitutional issues, as well as crime and drug legislation, selected appropriations issues, and Medicare and Social Security.
Prior to his work on the Judiciary Committee, Mr. Baxter was an attorney for the Department of the Interior and then Counsel and Director of Governmental Affairs for the American Physical Therapy Association. After leaving the Hill, he was a partner for two years at the law firm of Graham & James.
Mr. Baxter graduated from the University of Georgia Law School and the University of Georgia, where he was Captain of the Track and Cross Country teams. He and his wife, Marguerite, reside in Northern Virginia.
