James W. Rock joined the firm in February 2002. He has over 20 years of Washington experience, including eight as the principal legislative aide to two key members of the House Ways and Means Committee. During his tenure on Capitol Hill, Mr. Rock gained a reputation as one of the most effective and respected personal staff members of this important congressional committee.
On Congressional staff, Mr. Rock participated in a comprehensive rewriting of the U.S. Tax Code through the development of a series of major tax bills. He also worked extensively on Medicare, Social Security, welfare reform and trade legislation. He was one of the primary architects of the Economic Recovery Tax Act of 1981, and was a major participant in the development of the Tax Reform Act of 1986. Additionally, Mr. Rock worked on the numerous budget proposals considered by the committee during this period affecting health, welfare and Social Security. After leaving public service, Mr. Rock has over twelve years of experience in the private sector representing clients on both legislative and regulatory matters. He brings considerable expertise in the area of taxation, including real estate, utility taxation, estate and gift taxation, employee benefits, accounting, international taxation, oil and gas, tax-exempt organizations, minimum tax, insurance, tax-exempt bonds, and small business. He has also provided legislative representation to his clients on other issues, including the regulation of medical devices by the Food and Drug Administration (FDA), Medicare, utility deregulation, appropriations, budget, commerce, energy, telecommunications, internet commerce and judiciary matters.
Mr. Rock has a Masters Degree in Public Affairs from the LBJ School of Public Affairs in Austin, Texas. He and his family reside in Northern Virginia.
